The United States Government and many individual states have enacted specific laws to protect caves and their inhabitants. After a dry list of definitions, they normally define prohibited behavior in and around caves. Some states further extend their acts to protect landowners from damages arising from recreational use of their land.

The Federal Cave Protection Act of 1988 covers the whole country.

The NSS has compiled a complete list of state cave protection laws, which is presumably kept up-to-date.
